That matters because the default way people do this is a web converter, and a web converter means uploading the document. For a signed contract, a payslip, a passport scan or a medical result, uploading to an unfamiliar server to rotate a page is a bad trade. What compression actually does
Compression is the most misunderstood of the set. A PDF is usually large because of the images inside it, so compressing one means re-encoding those images at lower quality. There is no lossless way to make a scanned document dramatically smaller.
For a scan you are emailing, that trade is almost always worth it. For an archival copy, or a document with fine print that has to stay legible, it is not. Keep the original when the compressed version is going somewhere you cannot retrieve it from.
A note on password protection

It is worth understanding its limits: PDF encryption keeps out casual access, and a password sent in the same channel as the file protects against very little.
